There's a lot of surface rust, no serious rust.

Wanted to know if there is a method to get them shining again without spending an aweful lot of money.

Never done it before so don't know how much things like water/sand blasting cost.

Quite happy to do it myself and put in the elbow grease if that means doing it cheaply.

Would welcome any suggestions.

Obvious but you don't get a great finish doing that.

I know there is apparently a vinegar method?

It's not always obvious and the finish depends on what type of spoke they are and what grade wool you use. You didn't specify so I 'assumed' chrome plated.

The method will 'tidy' them up to give fresh appeal but if it's badly rusted and pitted then it won't work as well.

Works very well on C/P luggage racks.

Proof: This rack was badly rusted. It came up so well I put it back on the bike.

I'm currently doing the same thing with spoked wheels - loads of surface rust.
I've tried the wire wool but found that it doesn't quite take the rust away, I'm using medium to rough sand paper - it works well but it will scratch any chrome and takes a hell of a lot of elbow grease.
Rub some 3 in 1 oil in after and it will help prevent them from going rusty again - just be careful you don't get any on the tyres!!

I've got wire spokes so I suppose should be alright on the wires themselves, although it makes things like sand papering wires a nightmare.

I'm suprised it came out so well on your bike.

I'm a little worried about using such an aggresive method as the wire brush all over as I'm not able to ascertain just how well the chroming or coating was done on this bike.

Leaving in vinegar overnight I've been told works, and its fairly inexpensive to purchase and leave to soak in a bath or something. Also saves me all the work on those wires.

Any other confirmed methods would be appreciated.

Wire wool is not a wire brush. I wouldn't use a wire brush Shocked

If you have a lot of chrome bits on your bike, then I'd recommend going to halfords and grabbing yourself a tub of Meguairs NXT Metal Polish (purple tub with a green lid).

You can use a green scouring pad with some of this on it (you only need a little bit).

Chrome shouldn't really rust as such. Usually surface contaminants stick to it and cause localised pitting or discolouring, but these can be cleaned off pretty easily with wire wool and a dab of polish.

For other metal components, such as the spokes. They will be corroded, however, can still be cleaned up with the same approach.

If you have to rub hard with the wire wool/scouring pad and polish, you might find that the metal does look a bit scratched up afterwards. You can resolve this by simply using paper towel and the same polish. Little bit on the metal and keep rubbing until it goes black.

You can then use a softer cloth and repeat.

This will bring it up nice and shiney and sans scratch marks Cool

Done this kind of thing a few times on some polished lip BBS split rims I had on my old 5 series, and on chrome exhaust tailpipes, etc.

Had very rusty spokes on my RXS years back. No matter how much effort i put in they still looked awful, the rust had gone but the metal was not shiny in the least. In the end i just gave up and sprayed them silver. Look miles better.
